Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'We will play a key role in football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties are seen as a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, the recently named head the official has announced.

During an extensive discussion, Kogan, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four supporter groups connected to the football team recently.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a major concern for the league and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for football in England and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in March and May caused limitations by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has represented their community in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"The last thing what we want to do is begin intervening in an specific team, an individual owner, without being able to work with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you review the record of football, over the past few decades there have been particular chairmen, not many, but some who have been irresponsible in the manner they have operated their teams and eventually decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved could disappear swiftly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a major achievement - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an financial organization of the Premier League.

"Being fully aware of the worry about compromising the top flight as an elite competition of this country. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he disclosed making donations to the opposition group in recent years.

The chairman contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any form of political activity."
